These kids have all the right to be educated, cared and access to services that will increase their chances to be better citizens in the future. From the time the child is born, he or she will be taken cared of by the government if the parents want to by giving the child up for foster care.

There are also state that has information dissemination plans so that the parents will be aware of rising conditions in the area. Through different media outlets parents are informed about health and other concerns for their children.

The majority of states also have day care facilities for pre-school children. Since parents will be very busy most of the day working, the government has facilities to temporarily take care of the kids.
